Sri Lanka faces concerns that losses from inferior-quality coal would be passed onto the public. Dr. Lakmal Fernando, deputy president of the National Chamber of Commerce of Sri Lanka, warned that shifting those costs to ordinary citizens constitutes an illegal act.
